Charlie Chaplin plays two roles in this film, the Hitler-esque dictator and a jew who has woken up from a coma after a World War I accident and wandered away from the hospital and back to his old barber shop in the ghetto.
The jew, who is basically the tramp character, is trying to get his business off the ground again. He begins to fall in love with a young woman. When his friend gets the dictator to lay off the jews, everybody begins to rest comfortably. When his friend gets sent to a prison camp, the dictator decides to come down even harder on the jews. His girlfriend flees to a free country. Chaplin as the jew is left in a prison camp with his friend.
The Great Dictator is one of the finest comedies you could ever see. It's wall-to-wall gags and has a heart without being overly dramatic and heavy-handed. While The Gold Rush is amazing and certainly a masterpiece, this movie is even better. It should be noted that Chaplin is a fine director, too. Definitely see this movie.
