In the future Peter Boyle is a police detective who is chasing a mysterious killer. He tries to find a pattern based upon a clue left on the first victim's computer. Much avant garde visuals and low budget crappiness weigh down this movie. Alex Cox, who directed Repo Man and Sid & Nancy, has had a hard time measuring up to those works and this one doesn't even come close, although it is generally considered his third best film. I'm not sure about any of that, but I am sure that this movie is very weird, poorly acted and fairly confusing.
