IMDB
Some movies are bad and some movies transcend bad and become hilarious and entertaining. R.O.T.O.R. has two kinds of robots: one is wise cracking and the other is a killing machine. Unfortunately, the wise-cracking robot doesn't get much screen time.
The "scientist" who created the robots is a redneck whose voice has been dubbed over. He basically looks and acts like an anti-scientist, but he created two robots so what do I know. The scientist is making a robot that will end crime called R.O.T.O.R., but is being rushed to finish it by Congress or something. When things are rushed they inevitably go wrong and the cop robot gets loose.
The cop robot comes upon a young engaged couple who make a minor traffic violation in front of it. R.O.T.O.R. kills the man, who was kind of a jackass anyway. The woman manages to escape and is then chased for the rest of the movie.
The scientist and his muscular female sidekick set out to find and stop R.O.T.O.R.
Hilariously bad and not too slow. Really this is an awful movie, of course. The movie probably cost $1,000, but it really is trying to be decent.
7/10
